This group is born from the immense struggles encountered by the Monacan Indian Nation during an internal tribal leadership dispute.

The Eastern Regional Office of the Bureau of Indian Affairs interfered with tribal self-determination and sovereignty by continuously refusing to recognize the results of valid tribal forums of the Nation to resolve their own disputes.

The Monacan Indian Nation acting in its self-determination as a sovereign tribal nation, in accordance with 43 CFR Part 4 and 25 CFR Part 2, has appealed five decisions of the Eastern Regional Office of the Bureau of Indian Affairs.

Unfortunately due to the interferences of Kimberly Bouchard on behalf of the Branham Faction the Monacan Indian Nation is crippled to resolve our internal leadership dispute in accordance with our own governing documents.

The Monacan Indian Nation has been forced to file three separate “Notices of Inaction” appeals against the Eastern Regional Office - Regional Director Kimberly Bouchard. Ms. Bouchard’s default method is always to ignore the initial actions of the Monacan People until we are forced to file the appeal with the IBIA for her inaction. Upon receipt of the “Appeal of Inaction” the Regional Director then makes an arbitrary and capricious decision which requires the Monacan People to withdrawal the appeal filed against her inaction, and file a Notice of Appeal against the decision. These are the tactics which have been repeatedly used by the Eastern Region Director Kimberly Bouchard.

The appeal below has been docketed as IBIA 24-012, with IBIA 23-012 still pending which was filed before the June 17, 2023, MIN Tribal Election.
